Vladimir V. Ilinsky Bio
Vladimir V. Ilinsky, Founder and President.
From a young age Vlad as he likes to be called had always been taught by his mother to give and share with people who are most unfortunate in their personal circumstances. He had always been interested in working with people who had specific needs and wants.
As a teenager & young adult he worked very closely with City government as a youth liaison. He worked in tandem between the Burbank Unified School district, Burbank City Council and the Burbank Police Department. In his stent as city Youth chairman he worked very closely with troubled youth, including Gang members and teenage single mothers. He was an active board member of the DART committee and the city of Burbank police gang task force unit. Vlad was an activist and champion for the cities homeless and worked tireously to organizing events to raising money in feeding its indigent population.
Vlad transitioned from a young age into working with the medical community. He worked in the capacity as Emergency Room/Admitting/Communications Director for three separate hospitals for close to 18 years. He then transitioned into medical research where he spent three years as a Research Development Manager where he coordinated various large medical research studies at prestigious research institutions such as USC, UCLA and Cedar’s Sinai.
Due to changes in the economy, Vlad transitioned into law enforcement industry. He now works as a Bail Recovery Agent with his K-9 partner “Sasha” and works very closely with Homeland Security and military personnel where he found his real calling. Two years ago Vlad started an organization to help out our militaries returning wounded. He combined his love of SCUBA Diving and his extensive knowledge of Medical rehabilitation and formed Operation S.E.R.V.E. a non-for-profit (501 -3c) pending organization which he leads with passion and conviction. He was asked why he wanted to start this organization and what his mission was for Operation S.E.R.V.E. and he responded, “The Mission of Operation Scuba Education & Rehabilitation for Veterans Empowerment is simple, we want to make a positive difference in the lives of our returning wounded soldiers and injured Homeland Security personnel such as law enforcement, firefighters and rescue workers returning from active duty.
We plan to accomplish this with the help of physicians and professionally trained medical physical and occupational therapists and open water scuba instructors and volunteers, who strive to enhance the rehabilitation process by promoting mobility and strength training through the sport of scuba diving as well as introducing a rewarding and lifelong recreational outlet. Operation S.E.R.V.E. will strive to accomplish our mission with the utmost respect and compassion for America’s injured veterans by utilizing strong leadership and committed volunteers who adhere to a high standard of excellence, respect and honor. It’s a simple as that.”
In a side note Vlad has been NAUI certified since 1991 and holds the level of Advanced SCUBA Diver. He hopes to complete his Dive Master Status training within the next few months. He also plans to marry his sweet heart and love of his life Chrissy Tarbell, a kindergarten school teacher next year. Vlad is flanked by very supporting and loving parents, Mother, Renee I Valet and Father, Jorge Moncada. His law enforcement k-9 Partner, Best friend and Pet German Shepherd “Sasha” is the Organizations official mascot.
